How do you determine your pants size (womens?)?

How do you measure and calculate your pants size? I've been wearing clothes that seem either too big or too small - so besides trying things on, how do you measure yourself to determine your average pants size and shirt size?
See, that's where the problem lies. I am 5'10, and most womens clothing is designed for average women with a height of 5'6. If I put in my measurements or try things on, it comes up as fitting poorly because it doesn't come up to my waist, or the legs are too short and I have to buy a bigger size to wear about my hips.

go to any online shop and they will have a sizing chart telling you your dress, shirt, and pants size based on measurements. i think its easier to just go to the store and try things on.
